To achieve this, we lead on developing and regulating the social care workforce, service improvement, and data and research to improve care. Through our quality assurance work, we support social work educators in both education and practice settings, ensuring the highest level of training for the next generation of social workers.
We are now looking for an Improvement and Development Manager in Workforce Planning to join us on a permanent basis. This role is offered with flexible working options, and we will consider candidates as part of a job share.
You must be based in the UK to apply for this role and be able to visit one of the stated offices when required.

The Role
As an Improvement and Development Manager in Workforce Planning, you will lead the delivery of projects and programmes to support the building of capability and capacity in workforce planning across social services departments in all 22 Local Authorities in Wales.
Specifically, you will develop and implement tools, models and guidance to improve workforce planning capability and processes, whilst aligning approaches where appropriate with NHS methodologies to support joint workforce planning.
Working closely with our data team, you will also support the annual collection of workforce data across the social care sector, ensuring systems and engagement processes are effective and responsive to sector needs.
Additionally, you will:
- Facilitate stakeholder engagement to understand workforce planning challenges
- Lead both short and long-term initiatives to enhance workforce planning approaches
- Support national workforce data analysis to identify gaps and trends
- Build and maintain a peer network of Workforce Planning Leads
About You
To be considered as an Improvement and Development Manager in Workforce Planning, you will need:
- Significant experience in workforce and organisational development roles
- Experience of workforce planning
- A track record of leading complex projects or programmes from design to evaluation
- Knowledge of social care policy, legislation and practice in Wales
- A degree or equivalent vocational qualification
